Which population? National/or Criminals population need to be clarified. What kind of research is undertaken? needs to be clarified
Correlation exists between criminals' population (say Criminals) & accomodation availble in Jails.More the criminals arrested more space for cells/jails.
correlation also exists between inflow & outflow in Jails.more the outflows than inflow less can be accomodation &vice versa.Criminals under detention/ those under prosecution & detention due to courts delaying their decisions jail accomodation need to be adjusted.
Growth in National population without economic progress, or population growth & poverty continue to grow, criminal acts can increase on the part of poverty sufferers & such people can jump to short cuts in getting wealth by criminal acts.By this link population growth can breed criminal acts due to poverty /economic reasons. Thereby accommodation available in Jails may have to be increased to keep such deliquents/ criminals

Yes. Kind of.

Jails receive direct funding from the state according to the population of the area in which they serve. This direct funding covers the salaries of the employees of the jail. Thus, for every 10,000 persons living in the county, the jail receives funding for X officers.

Now, this covers the officers and administrative employees. For each inmate, the jail will receive compensation for each body counted per day. (The report a facility generates is called LIDS, or Local Inmate Data System.) A jail can earn extra money by keeping "courtesy holds," or inmates from other jurisdictions.

When building a jail, most jurisdictions must rely solely on local funding unless they are 200% overcrowded (in Virginia). If they meet the overcrowded status, they can receive funding from the state. Jail size will be determined due to the previous incarceration statistics.

Probably is. Taxpayer's money goes to funding jails and accomodation, and you still have derelicts living in the streets without any shelter or food. I guess you can extract more tax out of the population if the population is larger.
