I would reccomend using a DSL provider. They generally do not block ports and you can buy a static IP at a reasonable price. I know that Qwest.Net DSL offers one static IP for $5.99/month.

You generally need a business account to run your own mail server. Some ISPs block port 25 traffic to prevent SOHO customers from running a mail server. Other ISPs will look the other way as long as your use isn't abusive, such as an open relay.

It also helps to have a static IP address although using one of the dynamic DNS services bypasses this need.

The fastest way to have your connection shut down is to put an open relay on the 'net. If you're a home customer they'll probably cancel your account for a TOS violation. If you're a business customer they'll block port 25 in a heartbeat.

I've been running my own mail server for about 5 years now on a home connection. I keep my system locked down to prevent spammers from getting hold of it. I see a LOT of relay attempts in my SMTP logs so I know the bastard spammers are trying to exploit it.
