The passport agency have a helpline number & they can give you a list of who can sign the passport , eg a Lawyer , Dentist anyone in a public service even a Police officer , a GP can actually sign passport photo's but they usually charge approx £10 for this , I got my old school teacher to sign mine. If you are stuck call the passport helpline & they will help you with this.

Anyone who is prepared to, ask a local shopkeeper or someone who is a neighbour who has known you for some time.

The occupation they put down needs to be fairly recognised such as a person with some responsibilities.
