A bigger power supply should run cooler and give you better flexibility for upgrades.
Try transferring your hard drive to a bay where it will get more airflow from the intake fan. OR if there is no intake fan, consider putting a hard drive cooling fan.

A higher rated power supply allows you to load more equipment onto it, eg. more hard drives.

If your current hard drive is getting extremely hot, whilst everything else in the case is OK, this would suggest a problem with the drive.

You can check if the problem is a general system heat issue by monitoring the temperature for a while in your BIOS setup ( if you have the feature - follow power up instructions to enter SETUP & see if the option is listed ). Run the system for a while like this & note the operating temperatures. If they don't rise much, yet your hard drive is burning up, you'll need a new drive.

If this is the case, fit a new drive & use some cloning software to copy old drive 1 onto new drive 2. this will make the rebuild time a lot quicker if the old drive has your operating system on it.

Use an application such as Norton Ghost to clone the drive

Unless the new power supply is bigger and blocks airflow that the old one wasn't then it shouldn't be a problem.
You say the drive overheats when you have the case open, this can happen because when the case is open air circulates differently through the case and the drive may not be getting any airflow.

Changing from 400W to 500W will give you NO problem at all. Thanks to technology, it is able to give out ONLY the necessary amount that your PC needs. So there won't be over voltage.

Maybe what you need is a fan to circulate the inside of your PC.

Are all of your fans working? if they aren't then you can over heat not just the HD but the CPU as well
