The neighbours keep saying that the kids are playing with their wee. Is that terrible parenting?

what does wee mean?
are they playing with their private parts?- if so what are the parents telling the kids?
it is a stage that every kid goes threw, but if it is more than that and they don't stop, they need to talk to some one.

its a game system from nintendo my mom get me one its really fun and addicting to me and my family bowling is my fav game.
