I have a blog at http://mysite.com/blog. I want to move the blog to appear at http://mysite.com (which currently has static, non-blog content).

Should I use a 301 redirect? Can I do it just for the index page?

Any SEO consequences/concerns?

Using a 301 to redirect the index sounds appropriate.

It would probably be best to leave the permalinks for your individual blog posts unchanged, so that you don't need to redirect them (just the blog's front page).

Using a 301 redirect will eventualy credit links to your blog page url to your index page url, This should increase PR to your index.
A 301 is a perm. change of address to search engines amd this is exactly what you should do to make the move, I would just get the blog files up quickly to get them indexed.

I would only do the index page.

You only need the 301 for 90 to 180 days. Until an update in both yahoo and google.
