tender loving care. In other words the car needs work. There are some things wrong with it. Unless you are a mechanic then it's best to avoid these cars. It will cost a pretty penny to fix it up.

The acronym is actually in the wrong order for the automotive industry.
It should look like this: CTL, (Crap To Look) at.
Its basically means you are buying a basket case.
If that is what you want then OK.
Its one thing, when its a classic car 1972 and prior, but anything for late 70's forward and they are money pits, and the emissions equipment is where you are going to get snagged up in costs. Especially if you live here in California.
I would suggest that you walk away from that "deal".
