What is involved in reaching these titles and do any of them depend on another's status?
For example, do you need to be an apprentice for a certain amount of time before you can be Journeyman?

These titles are giving by the factory of the dealership they work for.They are years of test and other things that make up the system of titles.Only the factory can give these titles to people who earn them.

Apprentice means just out of school, like < 3 years experience, and has to be working with someone who has more experience for supervision. Journeyman is like fully qualified to work independently. I dunno about master mechanic

Master mechanic is usually the head mechanic in the garage.
