It's not pure water, it's just mostly water. Amniotic fluid is filled with all kinds of stuff, including salt, nutrients, white blood cells, etc. to provide a healthy environment for a baby to grow.

No, water cannot turn into salt. Water is composed of the elements hydrogen and oxygen, whereas salt is composed of sodium and chlorine. Since atoms of one element cannot be turned into atoms of another element by any chemical process, there is nothing that could turn a woman's amniotic fluid into salt.
