That's the name of the game! It's called mass mailing! Unless you have a great resume, a number of good friends already signed to great agents who will refer you without hesitation, or some other connection then you can send to either your top 10 or your top 100 agents depending on your location. You could send to every agent in the book and not hear back from 1. You have to do everything you can to get your pic (& reel if you have one) out there. If anyone responds to you, set up meetings and see who you have a good rapport with.

Yes, definitely. And if you're accepted, it's smart to be registered with several. Most agencies don't require an exclusive relationship at first.
