It's a kingfisher of some kind. It looks a lot like a Belted Kingfisher. The bill appears too large for a belted, though. Does it have something in it's mouth or is the bill truly that size ?

This species is Panama's largest kingfisher, and its behavior is similar to that of the 5 other New World kingfishers. It is generally observed singly or in pairs, perched on a branch above water. The Ringed Kingfisher's call is a harsh keerrek.

It is absolutely a belted kingfisher with a fish in it's mouth. I raised three nestling kingfishers myself.
