The Raiders made significant progress this offseason and had a top ten defense last year.
The team that will be the worst is the Cleveland Browns. Brady Quinn will hold out for more money than he deserves with his late first round draft position, and their head coach Romeo has shown he is a little over his head.

I'm not evaluating this on record alone. I'm evaluating this on the state of the franchise (talent, age, etc...)
I hate to say this, because I am one of their fans, but Tampa Bay isn't looking to great these days. All of their big time play makers are either frequently injured (Cadillac Williams) or over the age of 30.
Offense - 6 starters 30 or older (2 are 35 or older). Backup Running back is going to be 32. 3rd WR will be 31.
Defense - Aging fast. Greg Spires and Simeon Rice (both starting DEs) are going to be 33 years old. Derrick Brooks is 34. Ronde Barber is 32 and Brian Kelly is 31.
While 40 is the new 30 in American Society it doesn't carry over in football. The Bucs are quickly turning into the Raiders (older veterans with a little bit of football left in them). We all know how that turned out after Gruden left them for Tampa Bay. Tampa only won 4 games last season, and I don't see them winning more than 5 this season.
At least the Raiders have a good defense, the Lions have a good offense, and the Browns have a franchise left tackle, Quarterback, and a slightly improving defense. Tampa Bay is not making any moves to improve down the road. They need to blow up this roster and get what value they can out of their older players while they can.

for all you ideots that said the packers, heres a scoop for you...the green bay packers ended the season 8-8 including wins over all other division rivals and an embarresing loss for the bears in week 17 they did have backups in the second half but the bears were shutout in the first half(with starters in)...brett is past his prime but still one of the best...the defence is looking more stunning by the year, the D ended up number 9 in the nfl which is good in todays nfl. Arron Kampmen finished the season with 15.5 sacks, the best for a D-linemen, the numbers in his young carrer are exponential if you look at his statistics. A.J. Hawk? do i need to say anything? no i shouldnt, he finished the season with 117 total tackles, for a rookie? he is a great talent. Al harris and charles woodsen combine to make an excellent corner duo, nick barnett has been in the league for 5 years now, hasnt had a season with under 100 tackled and has lead the packers in tackles since his rookie season, cullin jenkins is also a great DT/DE, that defence is solid... brett favre(dont need to explain) donald driver(shouldnt need to explain) the O-line is young and has great potential...the packers lost ahman green but young talent is also there...

Either the Lions or the Raiders. The people who keep saying Redskins have to be Cowgirl fans. When have the Skins EVER been the very worst team in the league?
The defense will be good, Shawn Taylor and LaRon Landry will be taking heads off, and Fred Smoot is back in the system he thrives in. Jason Campbell will be better and they still have Santana Moss and also the most underrated running back in the league, Ladell Betts backs up Clinton Portis. Guaranteed playoff team? No. Guaranteed to not be the very worst team in the league? DEFINATELY.
Also, whoever said the Cardinals: bad answer. Cardinals will be pretty good next year.

packers. they got no play makers on either side of the ball and Brett farve is overraided and past his prime. every team that was worse than them last year got better but the pack lost ahman green and now they have no running back. the only reason that if they don't have the first pick in next years draft is that they get to play against the lions and vikings twice respectively.

Come on dont be busting my Lions!!!! Kitna is good, we need a line though... we wont win ten games but we have the potential to go 8-8.. my thoughts are the raiders... Yes they have a very good qb in Russell.. However, they are still rebuilding with a new young head coach... I see alot more growing pains to come for Oakland!!! GO LIONS!!!

the lions, because they took another reciever, but the rest of there team sucks. the raiders got the best player out of the entire draft, theyll be a little better this year.

I think it will be the Raiders. They draft a QB first pick overall in the draft, just to get rid of the only WR that matters. With no WR, JaMarcus ain't gonna do nothing. Granted they did have a decent defense last year, they still won't do jack.
