Some traffic lights are operated by a mass sensor wire buried in the pavement at the stop. Sometimes these sensors are not adjusted to be sensitive enough to detect a motorcycle even when it is parked right on top of the wire loop. A person on a motorcycle approaching the red light may sit at the light for several minutes until he is 'rescued' by a car pulling up behind him and tripping the sensor.
While I'm not sure of PA laws, most states say that you must wait at the light for a "reasonable time," and then if the light does not change, you may proceed when it is safe to do so.
I consider a "reasonable time" to be about 90 seconds. If the light hasn't changed to green within that time period, and there is no cross-traffic, I will assume that the light is malfunctioning, and proceed through as if it were a stop sign.

No, running a red light is Not the safest thing to do. And the lights in Pa are never that long that you would have to run them.

As you get to the light, look for dark stripes of sealant on the pavement. That's where the wires are to trip the light. It's magnetic, stop centered on 'em. Good luck

you can never run a red light...i guess you could turn it off and cross as a pedestian and carry the bike until you get to the other side but yeah you can never run a red light unless its for a right turn
