A California ID will work just fine. As of January 1, 2008, you WILL need a passport though. Everyone will. So, if you're planning to take your trip to Mexico between now and Dec 31, 2007, then you're fine. Of course, that is only true if you're driving across the border. If you're flying from the U.S. to Mexico then yes, a passport is and has always been required.

You don't need a passport to go to Mexico, but you do need one when you come back. Even if you are a citizen you need a passport it's a new law they made. If you want to wait more time till you get your passport it's only like $50. You also need your birth certificate. Hope this helped.

At the present time, passports are only required for AIR travel to Mexico. By June 2009 at the latest , they will be required for all travel to and from Mexico. Curently, there is a flexibility program for people who are planning to fly to Mexico, have applied for a passport, but not yet received it. If you plan to make trips to mexico by land or air in the future you will eventually need a passport. You cannot use a social security card as a form of I.D., but you can use your driver's license.
