Does your IP change if you relocate? Or does it change when you change ISP? What makes your IP address your IP address?

The ISP usually has a pool that you pull an IP from, if you change ISP you will change IPs you have too.

You can order a "static IP" which then becomes YOUR IP and it will not change unless you change ISP's. But most systems for home and office use what are called Dynamic IP's and are simply pulled from the pool that the ISP has available.

You really DONT HAVE AN IP except the one you are on right at the present time.

I don't know very much about it, but i do know that it does change if you relocate.
