It varies from state to state. Here in Ohio you can turn left onto a one way street FROM a one way street only, but if you are in a downtown turning from a one way onto a one way, you are allowed, assuming like a right on red you make a full stop and yield to oncoming traffic and there is no sign prohibiting it.

It depends on your state laws and if the one way street is going one way to the left. In Texas and Washington State you can, after you make a complete stop. Keep an eye out for any signs that might not let you turn on red.
