Depends on the cartoon character. Personally, I can picture Droopy as president of the United States. Yogi Bear would make a good vice president as well.

Old Cartoons or new cartoons(comp.gen.)?
Marvin the Martian would be President because he is only evil when he needs to be but everyone would be scared of his ray gun. Bugs would be the v.p. because he could outsmart the ones that outsmart Marvin.
I'm not sure about the congress or house because I don't know if you mean then or now cartoons!

What's up with that, doc?! I think it would be all the characters from Pixar films.
There'd be no more Wal Mart or Target, just Acme stores.
People would not need to go to the gym to get in shape, just eat more spinach.
Our troops would be led by Snoopy and the Red Baron!
Teachers would all speak like "Wah wah wah wah wah.....".
It would be a funny place for sure!

Lois from Fam Guy would dominate,and people would definatly laugh a LOT more if cartoon char. took over.
