there is no hoa. patio is complete

Worst case, The city makes you take it down
Or pay for a permit and have it inspected. A fine is questionable, That depends on city codes.

Generally, when you build something without a permit, the city will give you a citation, along with a fine. If they want you to take down the patio, that will require a more lengthy legal process. Either way, you are going to have to take it down. Sometimes the city doesn't even notice. It is usually a neighbor who ends up reporting it in the majority of these cases.

HOA will get on your case
no permit and the building dept may shut down the project and make you return it back to the old way
do not do this get the permit.
keep the peace and you will be happy in the end.
