I have to hit the shift key with ' key to get @ and I have to hit Shift and 2 to get ". It's really weird, like they're switched. The rest of my keys are fine. It's just these 2 keys that are switched. Anyone have any ideas how to fix it or why it's like that?

On some laptops the keys will actually come right off. So, if the sign is different that explains that. If the icon on the key is right just reassign the keys.

OK sounds like you have a different format set to the one your keyboard accepts. in this case i think you have United states keyboard layout you should also experience the £ key not working. so what you have to do is change 2 the english layout: follow on how to change this:

Control Panel:>>regional and language options:>>> select "Languages" tab:>>>>then "Details":>>>Now select "Add" then English United Kingdom:>>>>Now remove your previous layout e.g. United States.

That should solve your problem.
