thers 2 ways of doing it, the first is using the cd's that came with your computer to reset it (assuming it did come with reset cd's). The second is to manually wipe the hard drive, repartion them and reinstall xp using the xp disk, you must have the xp disk before attempting it.
1/ restar the pc, on restart press F1 or DEL or whatever button your pc requires to access the BIOS feature
2/ delete your hard drive patition in the BIOS feature (i aint sure where it will be there different in every BIOS) then re-patition it that parts easy it tells you to press a certain key to delete and re- patition
3/set your cd rom to number 1 in the boot priority list in the BIOS feature instert the xp disk into your drive and restart the pc
4/ on start up it will say press any key to boot from disk....press any key
5/ This part takes some time it will then automatically set up windows and will ask your to choose some preferences from time to time like user names and stuff
its all very easy just finding the stuff in the BIOS can be a pain iff your not familure with it good luck

Depending on exactly what you mean by reset.
Normally turning off your computer for a few minutes resets it, like I said it depends on what you mean by reset.
If you are taliking about dumping everythiong and starting from scratch you will need the Original Instal disc and you will need to choose the erase and Install option.

if you have xp wich i'm assuming, put in the cd shut down your computer and press any key to boot from cd when it asks you to. after about 5 min of loading the files it needs, reinstall it. before you do that it will "search for previous versions of xp" install a fresh copy if it find it, then you will be at the partion, delete the partion, and that will earase your hard drive.

You can go to CompUSA...or somewhere where than will wipe it clean for you...its probable much easier than doing it yourself....It would probable cost $50-100
including if you wanted to put new software on it...
