Some have them some don't. If it has an adjustable jet you will usually see two small screws with springs on them together on the front of the carburator. In some cases they are under the cowling. Check your owner's manual.

The high speed needle opens or closes the jet that controls the fuel/air mixture to your engine when it is at full rpm. Most of those small engines these days have a fixed jet, meaning it is not adjustable. The jet can be found on the main body of the carburetor.
