Beauty is inside also and you can be rich with health and love and happiness, no matter what the outside looks like. Being ugly or poor is still no reason to be a bad or dirty person. Some of the happiest people I know are neither beautiful nor rich!

Being poor. I wouldn't mind being rich and ugly. Wealth and power get you a lot farther than looks.
I mean think about it for a moment. Would you rather be handsome but live in some dumpy one-room apartment with no electricity with your wife and two kids and have to wash dishes all day? Or would you rather be ugly but live in a five story mansion, waited on hand and foot, and get to date gorgeous women who suddenly don't mind how hideous you are when they get a look at your bank account?

Ahh, that, my freind is a trick question!
You see, it can be said that being ugly is worse, because you can't change that. But then perhaps you can change that if you had money, so then being poor might be considered worse.
If you are ugly you may get passed up on many opportunities in life, therefor not enabling you to be successful. Yet it could also mean that because others are repulsed by you that you find solace in books and become an expert in a field and the most knowledgeable in it, enabling you to get lots of money.
If you are poor and attractive, then you can change things by sleeping your way to the top, or be whore yourself out for a few years to raise some money to get you on your feet (and off your back)
Me, I prefer a poor hot woman, because they are great lays and know how to give great oral sex--they need to please you to get you to want them again and buy them another fifth of bourbon.

Paris Hilton isn't poor, yet the poor girl was not equally blessed in the beauty department. ...and Ozzie Osbourn? You think Bill Gates is good looking? Give me rich and ugly any day because people will see the money part and overlook the ugly part.

Being ugly is unfortunate. Being poor is sad.
But being rich and judgmental of the poor or ugly people is the worst of all.
Your question makes you sound like a snob.

Isn't Tori Spelling proof enough that when you have money, being ugly is just a minor bump in the road?
You haven't been around much if you think that poverty and ugliness are related - you've managed to be ugly right here, and we can't see you OR your bank balance.

im gonna say bein ugly. Because there's no potential for good looks. If you're poor, you can be with someone who looks good, and have a potential for being rich possibly later on.
Plus if you're ugly, not even plastic surgery will help. However, our definition of ugly here is not truthful, it is superficial, in appearance only.

Being ugly is 10X worse. If you are poor but your looks are good, you won't be poor for long if you know how to play the game. If you are ugly and poor, you are chit out of luck.
