Just to clarify. Some states outlaw talking on a HAND HELD cell phone while driving. I have not heard of any that prohibit talking on a hands free cell phone.
It appears CA has such a law scheduled to take effect July 1, 2008.

A new law prevents drivers from using handheld cell phones while driving. If you want to talk on the phone, you’ll have to use a hands-free device or headset. You will have ample time to go headset shopping, however, as this law does not take effect until July 1, 2008. You can look forward to a minimum total fine of $70 on the first offense and $175 for subsequent offenses. Push-to-talk phones, such as Nextel, are exempt from the hands-free requirement until July 1, 2011.

I see traffic related accidents everyday, I work in traffic control. People talking on cell phones are in, and cause more accidents than drunks. They should make it illegal to DWT or "driving while talking" in all states.
