Is it legal to drive around and throw water balloons at other cars and pedestrians? If not, what the punishments(legally)?

That is assault.

Just as it would be if you shot them with paint pellet guns.

Any action that you force on another person could be considered an assault. Rape is a very violent example of one.

Remember that the principle of freedom ends at the tip of your nose. Anything you do against another can be considered a crime. Even if you take pictures of people, if it is done without their permission that is an invasion of privacy and could be considered illegal; even if it is done in public.

The punishment for the type of assault you are thinking of depends on how often you did it and how many people you hurt; each person could file a separate complaint. It also depends on what happened when you hit your targets, did you destroy someone's term paper, give someone a heart attack, and did they slip and break their neck. Chances of this happening are small, but possible and you are often held responsible for any complications of a crime that are due to the crime. When a person is killed in the commission of a felony then anyone involved in that felony will be charged with the murder.

Nope. Throwing any object at someone is assault, whether it hits or not, and if it does hit them, it is considered "battery". A water balloon is harmless, of course, but that won't stop some crybaby from taking you to court...and winning.

Throwing objects from your car: what it's called depends on what state you're in, but the Vehicle Code in just about any state would consider it reckless behavior at least, "launching a missile" (I kid you not) at worst. If you're in moving traffic when that water balloon hits another car, you're gonna be in a world of hurt in the eyes of the law.

Not legal.

It could be assault. Unless one of the cars you throw a balloon at crashes as a result, and someone is killed. Then you're looking at manslaughter, or possibly murder.

Hitting people is Battery. Hitting cars could be vandalism, or possibly destruction of property. I am not familiar with sentences.

No, it is not legal. You could be cited or arrested. It could be considered malicious mischief or assault, depending on the situation.

Well, it depends...if someone decides to sue you then your in trouble...believe it or not, you can get charged with attemted murder and assault and battery....
