Move out there and get a job so that you can pay California state taxes at the end of the year. You may have to live there a full year before getting "residency". Check with whichever school you want to go to. They will probably want to see proof of your paid state taxes. I've done the same.

Check out Reese's answer, that is how it works. Make sure you are very formal about everthing. Get YOUR name put on the lease. Get a Ca. drivers license and register to vote. Remember the "People's Court?" When Judge Wopner resided on the bench the ones with the best documentation always won. That is bureaucracy for you.
