Not really...the decimal point (.) is reserved in the U.S. for factors of 1/10. The first position following the decimal point is 1/10, the second is (1/10)^2 or 1/100, the third is 1/1000 etc.
Thus 41.25 = 41 + 2X(1/10) + 5X(1/10)^2 = 41 + .2 + .05 hours; minutes do not enter into the number.
However, if you want the number in hours and minutes, we can convert the decimal .25 hours into minutes by noting 60 min/hour X .25 hours = 15 min; thus 41:15, which stands for 41 hrs 15 min, is equivalent to your 41.25 hours.
Excel does not have a function that will take something like 41.25 hours and return 41 hrs 15 mins. However, you can make one up like =INT(C5)&(":")&(MOD(C5*60,60)) where C5 is the cell containing your 41.25 hours. Put C5 = 41.25 and try the given equation in another cell, you will see it gives you 41:15, which is shorthand for 41 hrs 15 min.

No, 41:25 would imply "41 hours and 25 minutes". You can put this directly into MS Excel and it will treat it as a time, so long as you have the cell formatted properly. 41.25 minutes means 41 minutes and 15 seconds (since 15 seconds is one-quarter of a minute).

No, it means 41.25 hours = 41 1/4 hours = 41 hours and 15 minutes. If you are multiplying by hours just enter 41.25.
I'm not sure I understand your problem. What formula are you talking about? Do you want to know how to convert 40.37 hours to hours and minutes? If so It's 45 hours + .37*60 minutes = 45 hours 22.2 minutes.
If you want to convert 45 hours and 45 minutes it's simply 45 + 45/60 = 45 3/4 hours = 45.75 hours.

I would think it means 41 hours and 15 minutes (15 minutes being a quarter of an hour and .25 being a quarter of 100). If that's the case, put "41.25" into A1. In B1, put "=INT(A1)". In C1 put "=(A1-INT(A1)) * 60". (don't put the quotation marks for any of these).
B1 will contain the number of hours. C1 will contain the number of minutes.

NO. 41.25hrs..doesn't mean it is 41hrs and 25 minute. there is only 60 minutes in an hour......so 0.25hr is just 1/4 of 60 minute which is equvalent to 15 minutes. Therefore, it is only 4hrs and 15 mins.
