Section 8 is handled by county social workers, you neeed to contact the social services department in your county.

I'm assuming you mean rent assistance & not assistants. You can do a search online for Section 8 or any other type of subsidized housing in your area. Section 8 takes a while (atleast here in Florida it does) to get approved. I've heard that some people are on a waiting list for over 5 years. I'm sure this varies from state to state.

If your talking about getting help paying your rent ,I think you need the local trusties office, You probably would look under government offices in the phone book.

Are you looking to hire people to work in a real estate managing company ?
Or people to hire to find you a rental ?
