When the numbers and variables are next to each other, it means you multiply. Usually though, the numbers (coefficients) are written before the variables. So you'd usually see your statement written this way:
2b - 2bc + 2c
You can put it in parenthesis to keep it sorted, if you like:
(2b) - (2bc) + (2c)
Then, just plug in the values for b and c:
(2 * -4) - (2 * -4 * -2) + (2 * -2)
Multiply everything that needs multiplying; keep in mind that if the signs are the same, when you multiply the answer (product) is positive. If they're different, the product is negative...
(-8) - (16) + (-4)
Then just add/subtract:
-28
Hope that helps!
[EDIT: I just realized, if those are supposed to be exponents, then kn_srikanth is correct above. Based on the way they're arranged they probably are supposed to be exponents, but maybe you for got the carrot symbol?]

Question is attracting many different answers because some think that b2 = 2 x b and some think b2 = b² .
I am going for b² !!!:---
b² - 2bc + c²
(- 4)² - 2 (- 4) (- 2) + (- 2)²
16 - 16 + 4
4

A quick way is to note that b^2 -2bc + c^2 = (b-c)^2 .
Plug in b=-4, c=-2 to get
(-4 +2)^2
= (-2)^2
= 4

You better work hard and figure that one out, because you sure are going to need that information all throughout your life.
This is why kids get out of school as dumb as a box of rocks..
