If you fix the waste-gates of the turbochargers permanently open, the exhaust will bypass the turbines, and the turbos won't spool up.

Buy a timer for the turbos that let then come on slower.Or Keep your foot out of it.

an adjustable waste gate vents off extra pressure on turbos. if you set it low enough (for little to no boost) the power will decrease significantly..:-P

You can reduce the turbo boost.
