Because your skin always has some sweat on it which acts as a kind of glue. This is more noticeable when you are sitting on vinyl than on fabric chairs. Try putting a towel on the chair before you sit down.

because our skin has some properties of a soft plastic. It molds into the shape of whatever it is in contact with especially when there's pressure. It'll stick to a surface especially if that surface is porous because some of our skin will fill those pores.
It will turn red because of blood stasis due to poor circulation when there's pressure and limited movements.

Natural sweat and oils on your skin bond you to the chair.
Then when you get up a small amount of the outer layer(s) of your skin gets pulled off too and you get the ouch!
Suggested remedy: Put a towel down first so that it won't hurt when rising.

If you get too sweaty, then you're legs will become sticky and start to stick to the chair. If it hurts, then get a soft cover for the seat, that way your legs won't stick to it.

It happens because your skin gets used to being on that chair, it usually happens with leather.
