What does it mean when I call my friend on her Metro Cell phone?

What does it mean when I call my friend on her Metro Cell phone?

There are times when I dial her number and get through just fine. There are other times when I call and I am prompted to enter my password. What the heck is that all about? I use Metro also if that helps
