This is an interesting and thought provoking question.
Here is the challenge with your question. You will get a lot of answers that will say "God" because they are Christians or religious people.
Even for these folks, this is really not the right answer. The Bible says "obey them that have the rule over you". "Give unto Caesar the things that are his", and "honor the king". You know where I am going. By putting COUNTRY first, they are really putting God first.
The flip side is that the essence of Islam is Allah before country, at all costs. This is one of the cornerstones of radicalism, jihad, etc.
I think you are probably trying to box folks into a corner here, but I think I just blew up your spot, right?

Family and friends come first. Religion does not enter the equation. Patriotic chauvinism is a distant second to family and friends.
