The short answer is that the Democratic controlled House, where articles of impeachment are filed, doesn't want Dick Cheney to become Pesident. At least, that's what Dennis Kucinich, who filed articles of impeachment against Cheney, said when he was explaining why he did not also file against Bush.

The long answer is that Speaker of the House Nancy Pelosi took impeachment "off the table," as she put it. She doesn't want this to become a regular event, every time the other party wins the Presidency. And of course, there has to be proof of "high crimes and misdemeanors." Proof. There are many investigations of the administration currently under way, and if one or more of them produces evidence, you might see a movement to impeach. Without evidence (and Bush isn't exactly cooperating with the investigations) there will be no impeachment. Even left-wing Democrats are reluctant to go on a "witch hunt."

To be impeached, he must be convicted of high crimes. Being a total incompetent idiot is, unfortunately, not a crime. Although thre are many things that he could be tried for, to reach a successful conviction you need solid evidence, a good legal background and a fair judge. Unfortunately, Bush has been really good at hiding information, mudding the waters, passing laws that either make his actions legal or have enough loopholes for him to slip through. He's also been putting his people in judicial branch. This criminal will be hard to convict, but it's not because he's done nothing wrong.

Because there are not enough votes in the Senate to convict him, and the Democrats, unlike the Republicans when Clinton was President, are smart enough not to waste everyone's time with an impeachment when it doesn't look like they could get a conviction.

Because he's done nothing wrong to warrant impeachment proceedings. Even if he were impeached, he would not necessarily be removed from office.

Have you asked the only people who have the power to impeach him? Do you even know who they might be?

Because, no matter how badly he may be doing as Prez, he hasn't committed any "high crimes or misdemeanors." No grounds for impeachment.
