My mom IS the co-signer currently, I want to refiance without her, does she need to be there?

I've never heard of anyone being able to re-finance a vehicle. Even if it was allowed, you just can't change the names. The lender is going to want to know that whoever is refinancing is financially capable of doing so. That's why your mother had to co-sign in the first place. You and she are probably stuck until the vehicle is paid off and if you're ever late with payments, it will affect your mother's credit rating as well as yours
