Depends on the child. At 12 I was extremely responsible for my pets and my parents never had to help (except with bills). Chinchillas are exotics, so they have some particular needs, including housing, diet, and dusting. Check out these sites for more info and if you think she can handle it, with parental supervision and help, then they can be very sweet.

The only good pet for children or anyone else is a dog, with cats running a distant second.

Yes they are very good pets!
They are very easy to take care of!
Males are generally easyer than Females to take care of.
