There really isn't much you can do. The child is going to crawl when they are ready.
Like a previous comment said, tummy time is a great idea. If the child is on his/her tummy it will force them to try to get somewhere to see it. Unlike on the back, they can just look around at everything.
Also, you can try putting the baby on the tummy, and a toy just out of the reach of them. They are going to be forced to move to reach it. But, don't let them get that upset.
The most important thing, is to be patient. Everything will happen in it's own time. Don't try to rush babyhood...it is so short, enjoy every second, every step. One day soon you are going to wish your child was young again. Enjoy your time when the baby is still not able to get around on their own. It is easer to watch them.

Assuming he is developmentally ready for crawling (most kids don't crawl until 7 months or so and even so it's not really considered a developmental milestone since so many kids crawl differently), put him on his tummy as much as possible and put enticing toys just out of his reach to encourage him to scoot forward.

A few comments to add to Flowerbud's:
About 10 - 15 years ago the "back to sleep" program was initiated, recomending to parents that babies sleep on their backs, not on their stomachs. While this has prevented much SIDS, it has had the unintended consequence of altering developmental milestones, particularly rolling over from stomach to back, which typically occurred earlier than back to stomach. Now the reverse is true. Also, infants do not get enough practice pushing off the mattress, and it takes longer to strengthen the pectoral and arm muscles. So, give your baby more "tummy time" when he or she is awake and you are close by.

I have the same problem as you. But my son doesn't want anything to do with crawling he wants to stand and walk. He pulls himself up on people but not anything else. But I am still working on the crawling thing. I have heard that if they don't crawl first that it screws up their brain development. Just put a toy in front of them and put your hands behind their feet so they can push off of you hands to get the toy.
