Yes, in situations where they experience severe deprivation like the conditions in Lithuanian orphanages for example.

Babies whose needs are met; ie food, love, physical contact etc, don't suffer from depression, although they can seem quite serious at times.

Yes actually he/she could and its called infant depression. It is different than clinical depression as with clinical depression you would usually need medication and counseling to fix chemical imbalances in the brain. Changing the environment would not help this set of the population as it would with a baby.
Signs of depression in an infant include flat emotion, meaning the child does not smile or laugh. The child may not make eye contact. The baby may appear listless and may cry a lot. Some experts say a baby can be depressed as early as 4 months while others say it is obvious at 6 months.

Yes. One way they become depressed is if their parents let them "cry it out" if they need something. Neglect is child abuse. Crying it out is neglect... children under the age of 6 months do not know how to communicate aside from crying, children under the age of 1 have limited communication skills. Letting them cry when they are trying to tell you they need something will cause feelings of abandonment and hopelessness, and ultimately depression.
They could also have a chemical imbalance, or a number of other things to make them feel depressed.... but yah, my point is, yes. People of all ages can become depressed.

not really, depession is an issue of older kids and adults, since they have the ability to conemplate their environment that babies have not developed. But every baby has a different temperment, and they go through dffernet emotional devlopments, one of which is seperation anxiety, which can seem like depresion.
