Start by size... A party for two? for 10? for 100? Make a guest list! And review the audience for ages and likes.
Budget? Money is not a problem, there isn't any!
Time of day Morning, Evening, Night.
According to all that you can choose place options, food, drink, decorations.
Now... after all planning is time to execute.
Have a great time!!!

Go to the dollar store and get some balloons, confetti, cups, napkins, utensils, and paper plates
Party City or the equal may have discounted decorations as well.
Get your liquor if you choose from the state liquor agency... Any liquor store
Tell your friends, to tell their friends come,
Have all friends donate music, unless you know an an call DJ,
and Whatever else you need can be done, as long as you have other people to help you when you need it. I'm sure somebody else will help you when you need it.

Do you plan to have a cake involved? Maybe some confetti on the table with some balloons and decorative fare.
What type of things does your friend like? Perhaps something with a theme that relates to him or her

If you can afford one of those big inflateable bouncing things that would be cool. Kids have soo much fun with that. 2 year olds are pretty easy to please, as long as there is food and toys out for them all to play with they will have a good time. :) Dont let it worry you too much, the 1st and 2nd b-days are probably the easiest! :)
