Is it safe to buy a laptop online?

I would like to ask if its safer to buy a laptop online.
Specially i find this website http://www.tele-matica.com/home.php
they sell cheap and good laptops .
Hope someone can help me if they are legal in selling cause i dont like to waste my money on buying without any trust to buy online.

Those guys mostly sell reconditioned, and don't always tell you. A lot of the computers are lemons that they bought from the factory. They pass the tests, but have a lot of hard to diagnose problems.

i would stick with a well known vender like newegg.com or tigerdirect.com...
