Were you a freelancer or an employee? If you're a freelancer you may have to file in small claims court. But if you were actually employed with the paper, then you need to file a complaint at your local labor board - employers have a specified time to pay you what you're owed. The time alloted DOES differ if you quit as opposed to being fired or laid off.
But if that time has since passed and your former employer STILL hasn't paid you, they can be fined substantial amounts of money (which would all go to you).
To find out exactly what the laws in your state are, you can refer to the Labor Board poster which by law must be posted in every place of employment. If you don't have access to this, call or visit your local public library to find out what the next step is.
KNOW YOUR RIGHTS!

Report this to the better business bureau. They will go through the company with a microscope. Audits, employee satisfaction, etc. Most companies will cave in if you threaten to notify the better business bureau, because they do not want to go through the B.S.

Other than being a nag and calling several times a day, your only recourse might be to take them to small claims court. If you win, and it's likely you will if there are no hidden details, you can also recover the fee it cost you to file the suit.

If you was paid by a different company call them and tell them you have not received your check.
If your pay check is in the companies name call them and tell them they owe you, someone may have not reported your time.
If that don't work take them to court.
