I think we need to look at history to end the war in Iraq. The greatest period of peace in present day Iraq (founded in 1920) was under the Ottoman Empire which divided the country into three parts with capitals in Mosul, Basra, and Babylon. ( save conquest by Mongels and Persians with in the period).
