Because they dont expect anyone to stand up to them. They usually dont have a good quick come-back line.
Bullies are cowards by nature. The reason they bully people is so others dont see the real them. They look tough, but if you stand up to them and resist, they often back off and will leave you alone. If people were to see the real them, they would be shamed, so they need to keep up the facad of being tough.

Bullies are really cowards, and bullies because they're scared try to keep you back by LOUDLY telling you what they're going to do to you. When you talk back to them you scare them. They become afraid of you so they shut up hoping you'll forget about them and not hurt them!!!

Last time I stood up to a bully, who was actually harassing my young son, the bully called me a variety of names that I cannot post here, but he did back off. I think he was
surprised that anybody would stand up to him.

They only bully on the scary people. When someone stands up to them, they feel challenged and step down.

they werent prepared for a comeback. so therefore theyve got nothing to say back, so they are the weak ones, and the ones that sit infront of the mirror for hours on end practicing what they want to say. lol. theyre the insecure ones.
