CA is such a big state with so much variety it's hard to characterize it as a whole but i'll give you my experiances.
I was born and raised in the SF Bay Area and I love it there. The weather is good up there but can vary a lot depending how close you are to the ocean or bay. I grew up in an inland suburb so we had cool winters with rain, and hot, dry summers, never snows. But there is no humditiy there so the summers are not that bad, it's usually only hot for 2 days at a time then cools back down to the 80's and 70's. But it's cooler and doesn't vary as much near the water in places like San Francisco or Oakland. It doesn't rain during summer at all and is pretty much crystal clear all the time, except for San Francisco and areas around the bay, they get fog. There's a lot to do, especially in SF. The scenery is amazing in the Bay Area. You have the bay, hills, valleys, mountains all next to each other. The Bay Area is very liberal which is good and bad in ways; it's very accepting for the most part and diverse but some of the people are full of themselves. But overall the people are great, very friendly and down to earth. The food is great, so many different places and types to choose from. The traffic sucks but the Bay Area has pretty decent public transit with BART. The sports teams are great, there are 2 football, 2 baseball, a hockey, and a basketball team there. There are such great places to go for a day or weekend trip like the wine country, redwood forests, lakes, Lake Tahoe which has great skiing,Monterey, ect...
For the past 6 years I have lived in San Diego and I love it. I came here for college and stayed after graduating b/c I love this place and just can't leave it depsite how much I miss the Bay Area. The weather is amazing and perfect year round. It's nice 90% of the time and the other 10% it's either cloudy and overcast or you might get rain. But b/c the weather is so nice all the time, you kind of appreciate the "bad" days. It's never too hot or cold, low humidity, and never severe weather. It's pretty much 65-75 in winter in the day and 75-80 in summer, near the coast at least. The beaches here are great and it has the warmest water on the west coast. There is always something to do or some event going on. Being in such a great climate you can be outside year round doing anything you want so if you like the outdoors this is the place to be. It's so nice all the time you just want to be outside. The scenery, like the Bay Area, is great. The people are nice and friendly and laid back and unpretetious best of all. Most people here are transplants so we're all down to make new friends and meet people. It's such a fun and lively place to live to, great nightlife, great beach scene and culture, great people, food, ect... I love the beach culture here; everyone wearing flip flops and board shorts and riding around on a beach cruiser, even the older professionals, it;s very laid back.
But other parts of CA are much different. The Central Valley is kind of like the midwest b/c it's mainly small towns and farms but is kind of a crap hole compared to the rest of the state. And there are many small towns all over the state.
I know I wrote a lot but I really love this place; it's my home and where i grew up and I am glad I was born and raised here. I have never lived outside of CA and want to in the next few years just to see how different it is, if it is at all. Asides from great scenery, great cities, and the best weather I think CA is not that fundamentallly different. We're a little more open minded and accpeting b/c we are so diverse than some other parts of the country. The cost of housing is really high but being here my whole life you get used to it and learn to appreciate other things besides how big your house is or how much stuff you have. I live a pretty modest lifestyle and I am fine with that/ People will move to Phoenix or Vegas b/c it's cheaper so they can get a big house and a big car but then they all come here to vacation b/c those places suck. I may not have a big house or fancy car but the beach is 8 blocks from my tiny apt and the lifestyle is way better.
There is a reason why so many people here put up with high housing costs, traffic jams, looney politicians, and crowded metro areas. I;m not saying CA is perfect or the best place, that all depends on the person. But I love it and I know no matter where I move in the near future I will end up back here.

I moved from Houston to Atlanta just a year ago. I do not live in the city or the perimeter where I understand that racism does exist. I actually live just outside of Atlanta in Kennesaw. I do not experience racism here as much as I did in Houston. I believe it's more of a rumor. I found that the people here are much more friendly actually. I do go downtown quite a bit and really haven't experienced the racism. However I'm also in Aviation, not a police officer so therefore it definately may be different for you. If you do move, you will love it here!! It's so beautiful. Keep in mind I was born and raised in Houston and this is the first time I've ever been away from family. I've traveled extensively and this is the first time I ever felt like it was home. It's a personal choice, but for me and my two children. We love it!! I wish you the best!!!

Calif is crowded, over priced and getting very dirty looking. It take an hour to just go 20 miles on the freeway these days. But if you move to a small city or town you will have a different view because most people live in the big cities
