Are you familiar with the concept of the imperial presidency? The office of the president has been quietly accumulating power through a lack of resistance for almost 100 years. Executive orders, executive privileges, warrantless spying - Bush didn't invent and isn't the first one to abuse these things, he just does them in the open without trying to cover it up.

That's easy. The people aren't doing their jobs. We aren't demanding accountability from our government. We are not holding George W. Bush accountable. We are not pushing for his (Bush's) and Cheney's impeachment. We are not holding Congress's feet to the fire as far as enforcing our laws, repealing laws that are not enforced, and acting as a responsible government. Via our Constitution, our government has only that power which we, the people, deem necessary to give it. However, if we don't demand that our senators and representatives do our bidding -- and the polls show that 76% of them are not doing our bidding -- it is our responsibility to remove them from office or at least have town hall meetings wherein 100% of the voters attend and raise hell with them until the elected officials do what we want them to do. Years ago, there was a booklet distributed to school children and at community events. It's called "Your Rights Under the Constitution" by the U.S. Flag Association. It was written by Colonel James A. Moss, Army (Retired) and had as its members U.S. Supreme Court Justices, Secretary of State, Presidents and numerous other VIPs. In that book was a question: "What are some dangers that are now threatening our government?" The answer: "The increasing reliance of people upon the State for aid, rather than upon their individual efforts. There's too much, "Let George do it," George being the State."
As to the powers of the President, the book says: "What is the joint power of the President and the Senate in the determination of foreign policy?" Answer: "The President may negotiate treaties with foreign powers but they are not binding until ratified by at least two-thirds of the Senate. This enables the people, through their Senators to have a voice in matters of foreign policy." Therefore, the Senate has failed in its duty to force the President into compliance and to limit his abuse of power. The Government, as a whole, has limited powers -- the powers vested in it by the Constitution which vests all the power with the people. So therefore, We, the people have all the power if we will only choose to exercise that power. So, what do you all want to do now? There's 76% of us and we should take our country back through the legal means granted to us by our Constitution.

It has long been apparent that Cheney's genius is that he lets Bush get out of bed every morning actually believing he is the President. In fact, his presidency is run by the President of the Senate, for Cheney is its true center of gravity. That fact has become more apparent with every passing year of this presidency, and anyone who thinks otherwise has truly "misunderestimated" our nominal president and his vice president
