Being able to draw never hurts, but it is not an absolute necessity. some art or design schools may requre a portfolio off art for certain programs, but it's usually more of the fine arts programs that do it. The great thing about graphic design in the sense of motion, is that it is largely typographic, and can involve little to no "artwork." In this capacity, think movie credits.
You will always need an eye for basic rules of composition and heirarchy though. Flash programmers (also adobe after effects programmers/users) and designers use a lot of elements from other artists, and combine them into a single, more cohesive form. Often working on logos and other images, if you do end up making your own artwork, it is not uncouth to copy (but not plagerize), trace and otherwise appropriate images that you didn't actually draw or photograph. Designers aren't in it for a pat on the back over their drawing aptitude. Designers just communicate.
So if you have no drawing skills, no worries. there is still lots to animate.

It helps if you have artistic talent. Otherwise you will be in pain during those school years. In addition, if you can't draw, I doubt any artists will want to take directions from you, unless you are paying them.
Sounded like you can be in management area since you have creative idea. You can form a design studio, then hire people to work for you. As for getting degree (or certificate) in visual art, you can give it a try for a couple of classes. If you likeit, stay. If not, try something else. Even in the Engineering fields, they need people with creative ideas.

No, I can not draw either. You will struggle a little bit in your foundations, but you need to do what you like to do! Drawing tests are a bunch of crap, that is what the drawing classes are for, if you have a good professor you will lean the basics, that is all you need...

You can do whatever you please. It probably helps to have some understanding of illustration and art, but you know what? A lot of "artists" lack creativity. I've always thought that people who are good at putting paint to canvas, but lack creativity, should pair up with somebody who is very creative, but lacks artistic abilities.

Maybe the job you actually want is an art director? I don't know what sort of education you need for that- but yes- to be in animation you need to be able to do it yourself- at least in school.
