yea, its back in the 1900's because alchemy used to be a real form of science, there was a sorcerer's stone and everything, it was all real back then. all up until society was scared and believd that alchemy was a form of witchcraft and not science, and you know what they used to do to witches...sooo for that reason alchemy was banned and none survived who kno how to use it.......or did they.....??? lol just kidding.......or am i.....lolololololol
but seriously it was back around that time......or was it...no seriously just kidding.

Well, the TV series is supposed to be in an alternate reality, and it is mentioned that there used to be a calendar similar to ours but that it went into disuse hundreds of years before "when the old christian religion dissapeared"; the movie alternates between amestris, which is the world of alchemy, and our world, in which the date is 1944.

WWI for the series. WWII for the movie. However, if you remember, in the series when Ed was pulled thru the gate, he ended up with his father in London. He had never heard of London or seen any of the things he was seeing. So it is safe to speculate that they live in an alternate universe.
