It allows you to hang vegetables like lettuce into your tank so your fish can eat it. It allows you to easily remove the left overs. I think they are a little ridiculous, if you vacuum you tank, just remove the excess then...

A sea Veggie clip or any tank veggie clip was originally designed for the slower moving veggie eating fish. This allows you to clip on veggies like sea weeds, lettuce, green veggies and fruits to not only add to your fish's diet but allow the slower or even blind fish to know where the food is every day in the tank. They are great for fish when you are out of town for a day or two so the fish can eat.
They are great for adding the extra boost of vits to their diet.

i dont think they're ridiculous. it provides fresh vegetables or fruit to fish that need it, like plecos when you dont feed them algae wafers. also, for instance, feeding orange slices to koi, its a supplemental food, and it brings out their orange coloring.
