All of the above answers are wrong because they are using too small of an approximation for pi. Your question uses a number with 11 significant digits so the approximation of pi needs to have at least that many significant digits. Here is pi to 51 significant digits.
3.14159 26535 89793 23846 26433 83279 50288 41971 69399 37510
If you do the math as above the answers is 31,306,911,929.4'
Dad was very close but rounded to 11 significant digits he is off by 1'

It's a big number. Here is why. Using the definiton of circumference of a circle, which is c/d=Pi, where c= circumference, d= diameter (or twice the radius) and Pi= approximately 3.1415, then
c= 2 x 4,982,649,786.5 x 3.14159= 31,306,885,485.54 ft

C=2·pi·r
C = 2pi·4,982,649,786.5
C = 31,306,911,928.46 ft

C=2(pi)R, or 6.28R
So just divide the radius by 6.28, to find the circumference.
