Does a space launching requre license or any other certificate from a international organization or no? In the other word, which international treaty or organization is responsible for licensing space launching?

The Outer Space Treaty (signed originally by US, UK, and USSR, but now signed by about 100 countries) lays down the ground rules. Individual countries are responsible for regulating space activities in their country (governmental and private) in accordance with the treaty.

I don't know of any certification or license requirements.
I don't believe there are any.
It is customary to announce plans and timing of a launch well in advance and provide some details about the objective and the trajectory.
That is to avoid any speculation that a surprise launch may be an attempted military strike.
You wouldn't want a bad reaction from suspicious defense departments.

It depends on what you're launching. I know that for sounding rockets, and some higher altitude amateur rockets, you must get permission through the FAA if the rocket will pass into or through commercial airspace. Other than that, I don't think there is anyone you have to report to, but there is some talk that the commercial space-tourism companies that are popping up may have to work with the FAA in the future to ensure safety, etc just like they do for the airline companies.

I guess if you wanted to build your own rocket and launch it, there is no rules against that. But if you do want to do it safe its probably a lot cheaper and easier to become an astronaut. Building or buying a rocket would be crazy expensive and you would have to have all the set up launching stuff so you're talking billions of dollars. Also, if you're an astronaut that's all set up, you're not paying billions because it's you're job, and it's a lot more safe I'd say.
