Yesterday I posted an answer to a question..As I read other posters, I was interested in one from a person named Orlando..When I checked his profile it turned out to be private,which is fair enough !
Whats strange is when I checked earlier today, the same poster had another name and a recent check, he has manage to change again to poopepper ! My question is how and why is this person able to do this?

There are some people on Yahoo! Answers who get some sort of kick out of making a mockery of the system. I recently answered a question, and was expecting Best Answer for it. Instead, the question went to a vote. Guess how many votes the winner received? Three? Four? (that's usually the maximum anyone will get). No, the "winner" got thirty-five votes. There were three other suspicious answerers who individually got between 12-22 votes apiece. This means that, if we are supposed to believe this is all on the up-and-up, over ONE HUNDRED people voted on a single (non-important) question.

There used to be this crazy woman here called "Nancy". She had multiple profiles, and every week people were posting questions about her. Finally, I think she got tired of getting her profiles deleted and having to create new ones. She was easy to identify. Her questions were like mini-books, and the winning answer to her questions were ridiculous. They would amount to something like, "Yeah, that seems about right", or "You are so right about this, girl !"

Your poster obviously has multiple profiles. The Yahoo! police usually do nothing about this, even when you notify them about it. What they should do is flag any question that gets more than five votes, because there is obviously fraud involved. Also, if you look at the profiles of some people who attained level six or seven, it is highly doubtful that they reached it honestly. I saw some of the answers these people had, and there is no way on earth anyone would pick them as Best Answer.

The person has more than one profile and has switched.

Go to your profile, and EDIT profile.

There are options there for users to block those not in their answering network, or whatever.

Does he have his email activated? Why don't you try ASKING HIM DIRECTLY!
